The President has appointed Dr. George Smith-Graham as the Acting Chief Executive Officer (CEO) of the Fair Wages and Salaries Commission (FWSC), effective immediately.
Dr. Smith-Graham’s reappointment comes at a pivotal time as the government advances efforts to transition the FWSC into an Independent Emoluments Commission. With his extensive expertise both locally and internationally, he is expected to provide the strategic direction and technical leadership necessary to steer this transition, ensuring it aligns with international best practices and meets the aspirations of Ghana’s public sector workforce.
A seasoned expert in human capital management, public sector compensation policy, and institutional reform, Dr. Smith-Graham previously served as the first substantive CEO of the Commission from 2009 to 2017. During his tenure, he was instrumental in the successful implementation of the government's pay and compensation policy.
An accomplished international consultant and transformational leader, Dr. Smith-Graham brings over three decades of experience in compensation management, public service reforms, and strategic leadership. Most recently, he led major reform efforts in Sierra Leone, serving as an International Consultant where he provided technical support to establish the country’s Wages and Compensation Commission. His work, which involved developing policy, legal, and institutional frameworks for fair, transparent, and sustainable public sector compensation, is now being considered as a model for Ghana.
Dr. Smith-Graham is the Founder and CEO of the International Institute for Productivity and Public Management (IPPUM), an institution dedicated to advancing productivity and governance transformation across Africa. He also serves as University Council Chairman of the Assemblies of God Institute of Higher Learning and is a member of the Board of Prime Insurance. Previously, he served as Board Chairman of Universal Merchant Bank (UMB).
In addition to his public service, Dr. Smith-Graham has held senior leadership roles, including Senior Vice President for Human Capital Management and Administration at Databank Financial Services Group and Human Resources Manager at the Forestry Commission of Ghana.
He holds a Doctor of Business Administration (DBA), is a Certified Management Consultant, a Certified International Professional Manager, and a Fellow of the International Professional Managers Association (UK). He also serves as an Adjunct Professor.
Dr. Smith-Graham’s return is seen as a strategic move to drive reforms critical to enhancing public sector efficiency and equity in compensation.
