As a Bogobiri, I am not to destroy anyone but to give the godly facts as a Bogobiri, as a Nabia from Navrongo Secondary School under the tutelage of Mr Collins MacDonald, as a former student TI Ahamdiyaa Real Amass Kumasi, under the tutelage of the late Sheik Boateng and as a former brave soldier of the Second Infantry Battalion, Takoradi, once a soldier always a soldier. Lastly, as a former Staff of Bogoso/Prestea Gold Mine, hence President Dr Kwame Nkrumah’s African or Ghanaian who is dedicated, honest and well informed New type of Citizen, hence ready to work for God and Country. So, firstly, let me ask has anyone sat down or tried to find out why Ghana with too many intellectuals or Professors or PhD Degree holders and yet Ghana cannot progress.
The answer is that some of our members of the Intellectual community either with fake certificates or lacked common sense otherwise they are using their professorship and or PhD degrees to defraud and loot Ghana, so you see some of these fake and self-seeking Intellectuals, Doctors, University Lecturers or Professors galloping into politics may be to loot the State.
The Charlatans include Pastors, the men of God also buying degrees etc this state of affairs s gave the birth of a lucrative venture to maestro charlatans like Dr UN and others who saw the craziness for Doctorate degree in a Country called Ghana or in the system and initiated degree awarding systems for awarding certificates.
So, with critical thinking, the truth must be told that His excellency Mr JD Mahama, was let down during his first regime by some of his appointees and some members of the public service/Civil Services, this caused the decade of decay, to be clearly narrated in this paper for the people to ensure the right thing is done in the Second Coming of His Excellency President Mahama (Mr Ababio) or the Born Again President, hence now with Servant Leadership.
So let me quote another verse from the Holy Bible to support the assertion that President Mr JD Mahama (JDM) is now with Servant Leadership. ‘It shall not be so among you. But whoever would be great among you, must be your servant and whoever would be first among you must be your slave, even as the Son of Man came not to be served but to serve and to give his life as a ransom for many’’. So JDM is envisaged to be anointed or refined by God to rescue Ghana. Hence, God made His Excellency JD Mahama to call for all hands on deck to see to the success of the rescue of God’s Ghana. It is said that the knowledge of the past helps to shape the future. So need for appointees of a President of Ghana to be given lessons on the relevant history of Ghana. Hence, the addition of historical issues or backgrounds in my submissions.
Transformation and Modernization of Agric Sector
Heads of States of Africa including Ghana in 2003 woke up from their slumber and realized that Agriculture is the backbone of the various national economy, so as a measure to improve the economy fundamentals of the various Countries they signed the Comprehensive Africa Agricultural Development Program as Maputo Declaration or Agreement of 2003, and pledged to dedicate 10 percent of the annual national Budget expenditure for 6 percent annual Agricultural growth. The pledge was not honored so the African Heads of States met again in Abuja in 2006 and made the Abuja Declaration of 2006.
President Kofour attempted with a 10 year Agric Development Plan so he reestablished the Farmers Service Centers or Agric Mechanization Centers and ensure the availability of extension of officers and tried to improve Agric Infrastructure especially irrigation though with not sufficient budgetary support. President Mills bought this initiative in and modified the Plan his Better Ghana Agenda.
Unfortunately, Ghana, did not keep or sustained the pledge to the letter, especially by the Heads of State of Ghana between 2003 and 2013. So the Heads of State of Africa met again in a talk show in 2013 in Malabo and reaffirmed the same pledge of allocating 10 percent of the national budget for modernization and transformation of Agriculture as the Malabo Declaration of 2013. This was the third Declaration by Ghana and other African Countries. But the story between 2013 and 2016 was the not good in the history of Ghana.
The national budget for Agric and compare to the budget of Office of Government Machinery for goods and services speaks volumes, to the extend, there was even a cost overrun or over expenditure of 2 Billion Ghana Cedis in 2016. To the extent that President JD Mahama regretted for undoing the good works initiated by President Kofour and sustained by President Mills with the concept of Farmers Services Centers in every farming districts. Google for I regret My Government made mistakes for buying tractors for farmers by Mahama. Hence a sign of born again President. Hence the choice of the topic is ok. Let me add that the regime of President Mahama did a good job with Agric Green house. This very commendable for tomatoes etc productions. The Agric Minister to see to more of Green Houses.
Let me reiterate that the National Annual Budget between 2003 and 2025 speaks volumes of the state of either the seriousness or deceit by our leaders. The budget for goods and service for Office of Government Machinery is always bigger than that for the Agriculture Sector.
As stated the 2016 Auditor General’s Report indicated that the Office of Government Machinery incurred a budget overrun or excess expenditure of 2 Billion Ghana Cedis. So the issue of the need for cost cutting which includes reduction of the number of Government Appointees, need to be researched for us before we can blame any of the regimes for elephant size of Appointees. Hence the devil is in the details. So our intellectual community, Hon MPs must wake up and do proper research for rich and honest public debate since we pay some of them research allowances etc.
So I called upon our intellectual communities to wake up this time and do the right thing for Ghana, they should check the budget for Office of Government Machinery and that for the Agric Sector and ensure the Second coming of President Mahama keep to the Malabo Declaration of 2013 as signed by him (JDM) and others and no repetitions of the wrongs in his first regime and the wrongs of President Nana Addo. Note how the Chief of Staff in the Regime of President Nana Addo was alleged to have used Funds to make payment to the Appointment Committee of Parliament (Google for Chief of Staff gave us money after vetting) and other payments for the return of a Member of Parliament as alleged by on od the Hon MPs.
We must fight for the slashing of the budget for Government machinery and ensure the budget for the Agric Sector increased to 10 percent and the Agric Minister must come out with a national Food Security project to see to massive production to achieve food security in the shortest possible time.
President Nana Addo made an attempt to boost massive Agriculture production with his noisy Planting for Food and Job mantra. He did a good job with irrigation infrastructure including his very poor one village one dam policy. Former President Nana Addo failed to succeed because he failed to appreciate that the term Agribusiness among others, means creation of wealth through the Agriculture value Chain, so the slogan should have been planting for Food and Creation of Wealth/Food Security. Of Course the desired Jobs will be created but creation of jobs should not have been the objective.
In the Military, we have the First Principle of War is Selection and Maintenance of Aim or Objective. This also regarded as the principle of business success, so if the regime of President Nana Addo had adopted the Objective to be as wealth creation, as the desired aim, implying the necessary support will be provided to investors in the sector, it would have motivated the private sector to invest massively in the Agriculture Sector. He failed to find out why OPERATION FEED YOURSELF launched in 1972 was only successfully initially but failed later on.
It was not properly linked with the regime’s OPERATION FEED YOUR INDUSTRY Policy Since it was not clearly considered as Agribusiness/ import substitution driven initiative since Agro-Industry is driven by Agriculture and he should added a policy of Grow Ghana, Eat Ghana, Use Ghana and Wear Ghana.
I have made several submission on the very big error of the citing of a Sugar Production Series in Komenda. This call for our intellectuals to be honest and speak the truth about sugar production in Ghana, including placing Sugar Plantation and Sugar Mill in the Sugar Production Standalone units under Ministry of Agriculture or Agribusiness and Food Security and not Ministry of Trade.
A State Sugar Refinery in Ghana can be under the Ministry of Trade and Industry, hence in Tema as in my articles on Sugar Production Series. The poor work of the first regime of President Mahama was the placing the responsibility for the whole Sugar Production Series under the Ministry of Trade and Industry, this was the biggest disaster. Since our officials arrogantly work in silos, so the Ministry of Agric with experts and Ministry of Trade did not combine their efforts and apply the economic principle of comparative advantage for commercial Sugar Production in Ghana.
Decay in Foreign Exchange and Environment
A Critical Analysis on why Ghana is facing the difficulties in the Small Scale Mining Sector should be placed on the door steps of officials in the regime of two Former Presidents of Ghana before 2017. Some of the officials of the regime President Kofour and some officials in the regime of President JD Mahama are the cause of the decade of decay. The regime of President started the rot and the regime of President Mahama aggravated the situation and caused the massive decay in both the economy and environment. So the regime of Nana Addo was just a victim of mismanagement by previous regimes
The Regime of President Kofour shared the blame for the decade of decay state of affairs in the Small Scale Mining Sector by the very bad or ambiguous Small Scale Mining Law which deviated from the original Small Scale Mining Law of the , the originators of Small Scale Mining as a win-win to control Galamasey operators or the Time-tested Indigenous mining or subsistence or livelihood mining (hence reason for Alternative Livelihood Projects for Small Scale Miners hence common sense was lost in 2006) and not for wealth creation, so Small Scale Mining is by law should be use hand tools like shovel, pick axes, hammer etc and not with sophisticated technology.
We need to ask our leaders why the recommendation of Alternative Livelihood for Projects for Small Scale Miners, so it must be act of buffoonery to motivate people to invest in Small Scale Mining. Which is a spontaneous or gold rush action for booty for God’s gift for them to escape from poverty misery, hence Small Scale Mining is an informal poverty alleviation program that needs government intervention and not criminalization.
So the Sensible Military regime of the PNDC foresaw that Small Scale Mining was a potential disaster but a necessary evil like Prostitution both emanated from the days of Prophet Abraham, so the PNDC law on Small Scale Mining was a win-win with poverty alleviation policy under PAMSCARD, hence the PNDC was very clear with the meaning and interpretation of Small Scale Mining as at section 21 of the Small Scale Mining 1989 (PNDCL218).
Google for this PNDC law 218, which common sense will tell that it was a win-win solution to control galamasey operation in rural areas, hence to operate small scale mining, you must be a resident of the place, and your activity must be approved by your District Officer, DCE, a the Chief etc hence it must in the interest of the Community and since you are a Citizen of Ghana looking for money for koko and massah and not to buy a car or sponsor slay queens you must not use sophisticated technology and no use of substantial expenditure, no use of mercury etc all this is in clear English Language and not in Grunshie or French or Twi. So, what a very disgrace to our intellectual community for not doing a good job for Ghana by ensuring Parliament enacts good and unambiguous laws that would not create looting schemes.
So the failure of President Kofour in 2006 to take note of the details in the law since the devil is always in the details and come out with a Medium Scale Mining Sector for the over 300 Ghanaians including Chairman Wontumi he sent to China to learn about mining and who returned to Ghana with their Chinese friends/wives through the Ghana/China Friendship Association to operate with Sophisticated equipment makes him a contributor to the destruction of Ghana, that is the destruction of the national economy through hoarding and smuggling of gold, the damages to the Agricultural Sector especially the cocoa industry and the environment.
Hmm, the truth must be told that the first regime of His Excellency JD Mahama caused the very serious damages to both the Environment and the National Economy of Ghana due to the regime’s bad laws that increased the looting in the small scale mining sector and thus aggravated the dwindling foreign exchange. Hence the worsened the economic fundamentals since foreign is a factor of it
In 2012, the bad boys in the regime of President Mahama enacted the Minerals and Mining Support Service Regulation 2012 LI2174) and allowed Chinese through their Ghanaian Collaborators to invade Ghana with 1000 of excavators to provide support services to Small Scale Mining. This motivated Chairman Wontumi with his business partners to form the Hansol Mining Company with over 500 excavators at their Site.
Cry the beloved Country, Hmm, after this sin of the first regime of President Mahama with a LI2174 of 2012, over 200 excavators of Hansol Mining Company in 2013 were burnt on a site when the LI2174 was still operational. This resulted in a genuine judgment debt of One Million US DOLLARS awarded by a High Court in Sekondi in September 2016 to Chairman Wontumi, then MD of Hansol Mining Company. Thus LI2174 violated the Small Scale Mining Law that it was restricted to only Ghanaians.
The first regime of President Mahama failed to make Small Scale Mining Sector as no go areas for foreigners in the Ghana Investment Promotion Center Law 2013 (Act 865). This is unacceptable so our Intellectual Community, the TUC should take this up to get this law reset to ensure is not in contrary to the Small Scale Mining Law.
In later part of 2013, in the first regime of President Mahama, I became the Rep of the Ghana Chamber of Mines for the National Security Taskforce for the anti-Small Scale Mining operation in 2013 under then Brigadier General Mishio later on under then Brigadier General Sampson Adeti, I recommended for the stoppage of importation of excavators as well as Police Road blocks to stop the transportation of excavators to mining areas and especially if not for road construction otherwise escort to be provided to ensure the equipment were not sent to mining site , the Rep of the Ghana Police did not agree with me since the unambiguous Small Scale Mining Law did not speak of no use of excavators in Small Scale Mining as in the PNDC Law 218 of 1989 and LI2174 was working. I called for the repeal of this law. This was done in Minerals and Mining Amendment Act 2019 (Act 995)
The PNDC for a very good reason may be not to promote Small Scale Mining but to ensure a market for gold and no smuggling of gold and as part of the economy recovery program, the PNDC established the Precious Minerals Marketing Company (PMMC) in 2018 with PNDC Law 219. To be sole responsible for buying of gold from registered buyers and exportation of gold from the Small Scale Mining Sector..
Unfortunately, the bad boys in the first regime of President Mahama caused another sin against Ghana, when in 2015 they enacted Minerals and Mining Amendment Law 2015 (Act 900) with the aspect of this law reducing the royalty to be paid by all Mining Companies to 3 percent, and went far to give the exporting of Gold from the Small Scale Mining Sector to foreigners. Total madness, they failed to note that the Military Regime of the PNDC had VERY good reason for PMMC otherwise looked for a lucrative window to loot Ghana with their foreign accomplices.
Since Small Scale Mining has contributed to the decline in the production of cocoa, so the bad laws of LI 217 of 2012 and the aspect of Act 900 of 2015 as enacted in the regime of President Mahama should be blamed partly for the decline in the cocoa production. So, the problem in the Small Scale Mining, through the damages of the Environment in the first Regime of President Mahama, made the Regime of Nana Addo of a victim of the accumulated mismanagement by 2017.
This state of affairs coupled with mismanagement in his regime combined with exogenous factors like COVID19 Pandemic, the Russia Ukraine War and action by the Federal Reserve Bank of USA made it very bad situation for the era of His Excellency Nana Addo.
Thus part of the decay in the economy of Ghana may be attributed to the bad laws of the first regime of President Mahama as well as the poor actions and investment in the Agric Sector. Google for Ghana is losing over 2 Billion US Dollars every year from 2016 from the Small Scale Mining Sector. Ghana had to go for 3 Billion US Dollars for three years are lost or losing over 6 Billion US Dollars within 3 years and Mahama regret for selling tractors to farmers.
There must be certainly a very big problem with our leaders. So the Bogobiri’s Minerals Board. Recommendation of Minerals Board not as a regulator since by the 1992 Constitution the Minerals Commission is the Regulator, so by the Bogobiri’s option, the Minerals Board must be under the Minerals Commission and help the Commission to come out with a Medium Scale Mining as micro- large Scale Mining Company for the licensed Small Scale Miners or the tycoons like Chairman Wontumi to operate freely with foreigners since mining is capital intensive and by complying with the local and International Standards or regulations, laws as done by the Large Scale Mining Companies.
By the creation of Medium Scale Mining Sector for wealth creation, the Small Scale Mining will remain as an informal mining sector for resident rural folks only. So if you are a Ghanaian, you must demo that you are a resident of the area before you may be allowed to work in Small Scale Mining in areas of an affected community. You must be a mere dweller and not necessary a native or an indigene.
The Minerals Board akin to COCBOD as recommended by this writer is to use Precious Minerals Marketing Company akin to Cocoa Marketing Company for the buying and exporting of exportable minerals like gold, diamond, lithium or salt, future discoveries from both the Medium Scale Mining Sector and Small Scale Mining Sector from Galamey operators and that from medium Scale Mining Companies. So the term Minerals Board under the Minerals Commission is excellent and not JDM and Mr Sammy Gyamfi disaster of Gold Board under the Finance Minister. A total madness since that model under the Finance Minister looking for more gold would cause more damages to the environment. If the Finance Minister wants more gold then he and Bank of Ghana should continue with the Domestic Gold Purchase Program.
Our Intellectual community and Parliament must sit up by ensuring that the GOLDBOD before Parliament does not promote Small Scale Mining and should not usurp not arrogate itself the powers of the Minerals Commission as the Regulator of Mining, hence the GOLDBOD MUST BE UNDER THE MINERALS COMMISSION HENCE THE SECTOR MINISTER and not Minister of Finance. So the ensure gold production target per week is not acceptable.
Problem in the Financial Sector
I am a casualty of the 2018 Financial Sector Crisis and effort to get the support of Security Exchange Commission did not succeed I was told to go to Court. I am not on Pension because I resigned from the Ghana Army with short service commission hence not entitled for pension from the Military and also not on SSNIT pension because I did not make the 180 months SSNIT contributions to qualify for pension. So it has not been very easy for me since 2018 but with God everything is possible. But I see the reason why the alleged bad regime of President Nana Addo tried to put sanity in the financial sector.
I am against the action against Heritage Bank, the explanation by Bank of Ghana was not sound one. But as for the others they sin against the people. Example, I and some of my security guards at Bogoso Mine had difficulties in getting GN Bank Bogoso to pay our monies.
Pardon me but as part of resetting Ghana, I need to give personnel experiences in 2012, due to cash flow problem with GN bank, so I caused the Guards and myself to change our Accounts to Bogoso Rural Bank. Based on GN Bank, problem made the Bogoso Mine’s Commercial Manager and the Staff to refuse to accept to invest their provident fund etc with Gold Coast Security etc when the Company was contacted by the owner of GN Bank to appeal to them to do so. I was the Security Boss at Bogoso Mine and was on top as an Intelligent Operator. So I got wind on the movements of all visitors at the Site. So the crisis in GN Bank started in 2012.
I also had investment UT Bank Kumasi including shares so the downfall of these two banks and other Banks in 2018 did not come to me as a surprise.. The method used by the Government of the day should be our case study should be based on history and not by emotion.
So, though the regime of President Mahama may be blamed for the financial crisis effective 2012 due to poor laws and supervision of the Financial Sector by hid regime, through Bank of Ghana, the Officials regime of President Mahama and Parliament did their best to rescue the affected banks without success. The actions of the affected Banks, motivated the regime of President Mahama in September 2016 to come out with Banks and Special Deposit Taking Institution Act 2016 (Act 930). So the regime of President Mahama provided the weapon or the law which must be applied by Bank of Ghana and was applied by 2017 and 2018.
By January 2017 the financial sector was faced with many challenges. It was under considerable state of distress with banks not meeting the capital adequacy requirement and some were found eroding their capital with high nonperformance loans, Some banks were insolvent and illiquid due to poor corporate governance,, false financial reporting and insider trading or dealings.
The Bank of Ghana in the past before 2017 continued to give liquidity support to the ailing or failing banks without addressing their underlying problems or the so the situation was very bad by January 2017 so comprehensive reforms were adopted by Bank of Ghana which include cleaning exercise and minimum capital requirement of GHC400 Million by 31 December 2018 to ensure a more resilient banking.
Seven banks licenses were revoked and removed from the financial market in an orderly way some three banks got merged. A special purpose holding vehicle by pension funds termed Ghana Amalgamated Trust Limited (GAT) injected equity into ADB, NIB, Merchant Bank and Prudential Bank etc and rescued them with injection of fresh equity capital
GN Bank metamorphosed into GN Savings and Loans by application. The GN later submitted a transition plan to Bank of Ghana for winding down aspects of her business not compatible with a savings and loans Company license. Which Bank of Ghana approved for action by June 2019 so an Advisor was appointed by Bank of Ghana to help in the transition.
A bridged Bank was established to hold in trust two Banks namely Heritage Bank and Premium Bank, The Asset Quality Report on UT Bank and Capital Bank showed them to be insolvent since May 2015 and same confirmed in June 2016.
So based on the Assets Quality Report motivated the enactment in September 2016, the Banks and Special Deposit Taking Institution Act 2016 (Act 930). In September 2016, Republic Bank of Trinidad hence a foreign Bank wanted to take over five banks which were struggling as stated by then former Second Governor of Bank of Ghana namely Dr Asiamah. These were part of the first 7 banks that metamorphosed into Consolidated Bank of Ghana. So, the Republic Bank team from Trinidad made a presentation in October 2016 to take over UT Ban and Capital Bank.
So he told the Governor of Bank of Ghana that this was the solution they were looking for Google for Government could have spent less on Banking Sector Cleaning up. So Dr Asiamah wanted Foreigners to take over some of the distress Banks but the other members of Bank of Ghana felt it was better to use a special purpose vehicle as part of local Bank in the name of Consolidated Bank of Ghana as an interim bridged Bank and hand over UT Bank and Capital Bank to GCB .
Hmm the current Governor of Bank of Ghana was the Second Deputy Governor of Bank of Ghana effective 2016 or so and he remained at post until he resigned in 2018. So he took part in the matter on the revoking of the licenses of the affected Banks using Act 930 of 2016. So Ghanaians especially the Intellectual Community must open their eyes ensure that he does the right thing and not let him pull fast on our intelligence due influence of bad boys and girls in the regime of President Mahama
So as the saying goes we need to learn about the past to help shape the future. It is also true that the second coming of His Excellency JD Mahama as President of Ghana as a Born Again President with the spirit of Servant Leadership was granted by God for the purpose for him to come and correct the wrongs especially by his Regime, so we need to support him with constructive criticisms, hence work of this writer, The Bogobiri. So, let support our beloved President His Excellency JD Mahama.
