President John Dramani Mahama has named Sylvester Adinam Mensah as the Acting Chief Executive Officer of the Ghana Export–Import Bank (GEXIM).
In this position, he will guide the bank in its mission to assist the Government of Ghana in establishing a viable and sustainable export-led economy, in line with the Ghana Export-Import Bank Act 2016 (Act 991).
Sylvester Mensah's role involves facilitating the transformation of Ghana's economy into one that prioritizes exports. He will focus on fostering trade between Ghana and other nations, promoting overseas investments by Ghanaian companies, and addressing significant market inefficiencies in the Ghanaian economy to enhance the country's competitiveness on a global scale.
As a well-respected finance professional and former senior banker, Hon. Sylvester Adinam Mensah is known for his extensive experience in public sector banking, fund management, strategic financial management, and governance. He is a Fellow of the Institute of Business Consulting (FIBC) in the UK and a Certified Strategy Professional, recognized for his ability to deliver innovative strategies and financial solutions.
During his tenure as Head of Public Sector Banking at Intercontinental Bank (Ghana) Ltd, he was instrumental in developing credit risk criteria and establishing comprehensive credit acceptance frameworks. He also provided strategic investment and business advisory services to a variety of public sector clients.
In addition to his banking career, Hon. Mensah has served as a Member of Parliament for the La Dadekotopon Constituency and as the Chief Executive of the National Health Insurance Authority (NHIA), where he oversaw the NHIA fund and implemented reforms to enhance the Health Insurance Scheme in Ghana.
Currently, he is a Senior Lecturer at the University of Professional Studies, Accra (UPSA), and an Adjunct Lecturer at the Nobel International Business School, where he is involved in the Certified Strategy Professional (CSP) program.
Hon. Sylvester Mensah earned a Bachelor of Science degree from the University of Ghana Business School and an MBA in Finance from the University of Leicester in the UK. He also holds multiple diplomas and certificates from various prestigious international universities. With over 20 years of practical and academic experience in Corporate Strategy, Strategic Management, and Strategy Execution, he is well-equipped to lead and transform the Ghana Export-Import Bank.
