
Henry Kwabena Kokofu, the former Chief Executive Officer of the Environmental Protection Agency (EPA), has questioned the legal basis of the Operation Recover All Loot (ORAL), a task force set up by President John Dramani Mahama.
The ORAL, comprising figures like North Tongu MP Samuel Okudzeto Ablakwa, retired COP Nathan Kofi Boakye, and legal practitioner Martin Kpebu and others was established during the transitional period with a mandate to recover stolen State assets.
Speaking on Peace FM’s Kokrokoo show, Mr. Kokofu argued that ORAL lacks constitutional or legal backing, as it has not been formally sanctioned by Parliament or any Act.
“I’ve thoroughly rifled through the constitution and found nothing of this sort. So, if it is not entrenched in the constitution and Parliament hasn’t also passed any Act establishing something called the ORAL, then it completely has no legal basis,” Mr. Kokofu stated.
Mr. Kokofu emphasized that for ORAL to assume any legal power, it would require clear approval from Parliament or formal establishment under an Executive Instrument.
