The Ghana Irrigation Development Authority (GIDA) has clarified that the $11.9 million payment for the Pwalugu Multipurpose Dam was for mobilization, not a final payment for completed work.
According to GIDA, the payment was secured by a bank guarantee with a face value significantly higher than the amount paid, ensuring that the government was never at risk.
The Authority's statement addressed claims, particularly from the opposition National Democratic Congress (NDC), that no work had been done for the money paid.
GIDA stated that the contractor had delivered both preconstruction documents and initiated some physical works.
GIDA assured the public that no frivolous payments had been made assuring that all disbursements were for specific purposes outlined in the contract.
