Acting Speaker Joewise throws out minority’s motion to overturn approved 2022 budget

The First Deputy Speaker, Hon. Joseph Osei-Owusu has thrown out a motion of recession by the Minority in Parliament seeking to have the approval of the 2022 budget statement overturned.

The Acting Speaker on Tuesday, November 30, 2021, led the Majority in the absence of the Minority in Parliament, took part in the voting even as a presiding Speaker have the budget approved.

This was after the Minority in the absence of the Majority side ofnthe House had rejected the approval of the 2022 budget statement last Friday.

In a heated debate today, December 1, the Minority filed a motion against yesterday's budget budget approval.

But sit-Speaker Joseph Osei-Owusu stood by the decision taken yesterday and threw out the motion.

Mr. Osei-Owusu said, “I am a Member of Parliament; the Second Deputy Speaker is a Member of Parliament.

“Our work is to assist the Speaker. Any attempt to read and interpret the constitution to include Deputy Speakers is a misreading of the constitution.”

The Bekwai MP explained, “When the Speaker is not around either of us can preside so like any other member. That member does not lose his right of being a member of the House.”

Amid the controversy in Parliament this afternoon, the First Deputy Speaker was forced to suspend sitting for one hour.
