The group has been demonstrating against a rule that sets aside legislative seats for refugees from India-administered Kashmir who live in Pakistan. They say it gives them disproportionate influence in the divided region. But the government says any change would require constitutional reform. The issue has long been a subject of political debate in Pakistan-administered Kashmir. But how will its government deal with tensions rising once again?
