Jubilee Crude to Sentuo Sparks Debate: Revival or Rivalry for TOR? | Matters Arising

The allocation of Jubilee crude oil to Sentuo Oil Refinery has sparked fresh debate about the future of Ghana's downstream petroleum sector, particularly the role and competitiveness of the Tema Oil Refinery (TOR).

Kwadwo Poku argues that Sentuo's involvement in local refining should not be misunderstood, stressing that the 1 million barrels of crude supplied were not a giveaway but a commercial purchase. He adds that Sentuo is now playing a meaningful role in Ghana's refining ecosystem.

Hopeson Adorye, however, raises political concerns, claiming that previous decisions under the NPP administration weakened TOR and created space for private interests to benefit disproportionately. He suggests that TOR was being positioned for capture by politically linked actors.

On a more optimistic note, Bataglia highlights ongoing transformations at TOR, noting improvements in operations and the creation of about 1,400 direct jobs. He believes healthy competition from Sentuo could ultimately push TOR toward greater efficiency and performance.

Meanwhile, Dr Tutu Boahene sees Sentuo's entry into crude refining as a positive milestone for Ghana's energy sector, describing it as a development that could strengthen the country's economic outlook if properly managed.

As Sentuo deepens its footprint in the refining space, the key question remains: will this development complement TOR's revival, or redefine the balance of power in Ghana's oil refining industry?
