Why Accra Keeps Flooding: Experts Break Down Causes, Impact & Solutions | Point of View

Environmental Scientist Prof. Chris Gordon and Urban Development Planner Kofi Kekeli Amedzro of the Land Use and Spatial Planning Authority (LUSPA) have provided a detailed breakdown of Ghana's worsening flooding situation on Point of View with Bernard Avle.

Prof. Gordon explained that flooding in Accra and surrounding areas is largely driven by rapid urbanisation, the destruction of wetlands, and the conversion of natural surfaces into concrete and impermeable structures. He stressed that water will always find its natural pathways, and when these are blocked, flooding becomes inevitable.

He further noted that Ghana has not yet experienced its heaviest rainfall levels, referencing past events such as the 2006 floods, yet flooding has already worsened due to increased exposure and vulnerability. He emphasized that disaster risk is shaped by hazard, exposure, and vulnerability, with low-income communities often the most affected.

Kofi Kekeli Amedzro highlighted the role of poor urban planning and weak enforcement of regulations. He explained that Ghana has existing spatial development frameworks, green infrastructure plans, and designated retention areas, but these are often not implemented effectively.

He pointed to uncontrolled development, filling of wetlands, loss of green spaces, and inadequate coordination among key agencies such as LUSPA, EPA, Forestry Commission, and local assemblies as major contributing factors.

Both experts stressed that Ghana already has the policies and planning structures needed, but the challenge lies in enforcement, coordination, and political will.

They jointly emphasized that without strict adherence to planning laws and protection of wetlands and drainage paths, flooding in Accra will continue to worsen.
