Phelps received a six-month ban from USA Swimming last month after being arrested for drink driving in September.

But Marsh, who is the CEO at the US Center of Excellence, believes the American swimming team will only be stronger if the most successful Olympian of all time is with them in Rio de Janeiro in August 2016.

Marsh believes all American swimmers agree and claimed Phelps only makes mistakes when he is not focused on competing.

"We all support him and want him to be better, everybody wants him on the team, yes, [rival] Ryan [Lochte] wants him on the team," Marsh said on Thursday.

"He makes our sport better, and I think swimming makes him better.

"So when he's at his best he's in the trenches training after a specific goal and a lot of these highly hyper-competitive athletes, when they don't have an immediate goal they're shooting for, and striving for, and straining toward - that's when the distraction takes them away and problems come their way."

Phelps has won 22 Olympic medals, including 18 gold, and after retiring following London 2012, the 29-year-old announced he would return to competitive action in April.
