GII calls on governments to declare assets

Where has the GII been all these years? Who are the members and what Agenda do they now have? All of a sudden people are coming out to project themselves with issues and topics which have been existing for years. Can it be that they were gagged not to comment or raise these topics in the past? By the way have they bothered to checkout whether there is any Law pertaining to this particular issue?
