A research conducted by policy think tank IMANI Ghana has revealed that most of the budgetary allocations to the Education and Health Ministries for projects were rather used in paying salaries and emoluments of workers.

The research which covers the budgets from 2009 to 2013 concluded that this accounted for most of the projects that have stalled.

Reporting from a workshop where the research was launched, Joy News' Beatrice Adu said IMANI stated that about 5.6 billion were meant for some specific programmes, most of the targets were not achieved.

For instance infant and maternal mortality target of the Ministry of Health in the years under review were not achieved. Rather, the situation was compounded by a reduction in number of midwives in health care delivery.

On education, the research concluded that even though enrolment target was achieved, the quality of education was not up to scratch.

The research also found out that there was budget over run in the education sector between 2009 and 2013.

IMANI Ghana is also asking government how the funds were management, stating that some of projects government claimed have been achieved could not be traced.
