A Director of Finance of the National Youth Authority Aminu Abdulai is accusing Acting National Coordinator for the National Youth Authority Ras Mubarak of corruption.

He claimed he refused to carry out Ras Mubarak's orders to misappropriate public funds of GH¢215,100.00 out of GH¢450,000.00 meant for the Youth Leadership & Skill Training Institutes (YLSTIs).

He said due to his refusal to carry out the orders, Ras Mubarak broke into his office in Accra and sealed the place with locks on Friday, October 17.

Narrating his ordeal, the Director of Finance said the Youth Coordinator has written to the Controller and Accountant General to 'replace me to pave way for him to execute his diabolic plan,' adding 'he then forged documents to Bank of Ghana (BoG) to execute his diabolic plan and desperately used two category 'A' signatories instead of one category 'A' (which is his) and category 'B' (which is mine) but it was detected and stopped.'

He claimed Ras Mubarak also 'collaborated with one of my subordinates, took her sample signature to Bank of Ghana so as to change my signature just to get a category 'B' signatory but Bank of Ghana referred him to controller,' adding that the youth coordinator took the signature to Controller & Accountant General but Controller detected it too and refused to process it.

'All these happened while I was away in Kumasi on a UNFPA sponsored adolescents sexual reproduction health program with other directors (Programs, ICT , Corporate Affairs, Education & Training) of  National Youth Authority,' Aminu Abdulai said.

He said 'National Youth Authority received GH¢690,000.00 on 20th August, 2014 from MOFEP and Ras Mubarak has no excuse wanting to misappropriate GH¢450,000.00 meant for deprived youth.'

He said that after depositing the GH¢450,000.00 cheque from the MOYS into NYA's account he proceeded to prepared a bank transfer advice transferring all amount to the institutes so as to meet the Minister's objective of sustaining the academic work of the deprived youth.

'Since the grant was for feeding, I made the distribution to the nine boarding institutes even though the institutes are eleven (11) in totals. However, he disagreed with the transfer of all the amount to the Principals,' he claimed.

He said Ras Mubarak then ordered him to transfer only GH¢234,900.00 to the schools leaving GH¢215,100.00 for him to pay for his trip to China and to meet other office expenditures.

'I offered him two set of advice: To obtain a counter warrant from the MOYS to change the distribution as he was indicating; or sign a disclaimer accepting full responsibility for any audit adverse findings for the misappropriation of the GH¢450,000.00 and he chose the first option.'

Aminu Abdulai said after failing to secure the counter warrant, Ras Mubarak resorted to threats and finally broke into my office.'

He said the matter has been reported to the Kaneshie Police in Accra, saying 'I have not been able to access my office since 17th October, 2014. Ras Mubarak is currently in China and the Police are waiting for his return.'

'The activities of the National Youth Authority have virtually come to halt.I was to sign for GH¢400,000.00 from Futures Group (David -Head of Futures Team,0244085031) for another Adolescents Sexual Reproductive Health Program for the last quarter of this year but we have lost it because of this issue. Our processes on the GIFMIS platform has also come to halt and our creditors are 'crying' while Mr. Ras Mubarak is cooling off in China unofficially.'
