Whilst the great people of the New Patriotic Party have elected you to lead the party to victory come 2016 general elections, Safe Democracy Ghana and her teaming members congratulate you.

As a leader whose message calmed down nerves and temper in the aftermath of the Supreme Court verdict of the 2012 election petition, Safe Democracy Ghana believes your position as the standard bearer of the New Patriotic Party shall influence decisions at most of the meetings of the executives of the New Patriotic Party and that we pray God bestows unto you the Solomon's wisdom to discharge your responsibilities with ease and foresight.

Safe Democracy Ghana wish to register her most important concern with you and the New Patriotic Party as a matter of urgency for consideration and possibly consolidating it into your manifesto, the 1992 constitution, the weaknesses and frailty in it that requires restructuring to allow for true separation of powers, to establish genuine checks and balances to hunt and clamp down on corruption, political patronage, maladministration and the twist into undue factionalism, ethnicity and tribalism that has engulfed mother Ghana and paradoxically impedes unity, developments, consensus building and destroying the insignia of putting the love of the nation first as the primary duty of every citizen of this great republic of ours.

Whilst the framers of the 1957 constitution and the subsequent ones of 1960, 1969 of the Second Republic that saw your beloved father become the Ceremonial President of Ghana cannot be wrong at inching towards parliamentary system, it is our fervent hope that, your position today within the party can influence a call for revisiting a model of a such and remove the burden of all the voting citizenry, rallying to cast their votes to elect a President on the basis of popular vote. It must be observed that, the United States from whom we sourced our choice for executive system of presidency do not elect their president on the basis of popular vote, it is the Electoral College that decides who becomes the President of the United States and in the United Kingdom, it is the majority leader in the House Of Commons who becomes the Executive Prime Minister and there has never been an elected Prime Ministers on the basis of popular vote in the history of United Kingdom.

Safe Democracy Ghana is of the view that, the framers of the 1992 constitution intended adopting a parliamentary system of government for the republic of Ghana by virtue of Article 76.1 and 78.1 of the 1992 constitution which are entrenched provisions of the 1992 constitution and it needed plebiscite to amend but failed as a result of their desire for an Executive President at all cost.

Safe Democracy Ghana is also attrite why the framers of our constitutions have run away from enacting a Second Chamber Parliament to be made up of representatives of expert organizations, representatives from independent constitutional bodies and the traditional rulers to serve as the dais, the coolant and fulcrum of fair adjudications in the actions of political parties and to curb and pinned down political patronage and its attendant malfeasance while ensuring good governance.

Safe Democracy Ghana is also at a lost why the 1992 constitution failed to make traditional authorities paramount in the political administration of Ghana but succinctly appoints them to membership to some institutions of state contrary to the mindset of the Ghanaian who believes traditional authorities are authorities endowed with wisdom and can play a model role in political administration. It is the beliefs of some sections of Ghanaians that, assigning traditional authorities into open governance configurations shall make them accountable to their deeds and shall also promote transparency in their daily activities with their citizens hence progress is achieved.

In our earnest hope and desire, we call for election of Chief Executive Officers of our Metropolitan, Municipal and District Assemblies from among members of respective assemblies other than making the election to that offices of popular vote by the adult suffrage of a given district assembly and that political parties be allowed to sponsor candidates to district, municipal and metropolitan assemblies.

We are therefore proposing for your consideration and the consideration of your political party to include into your policy directions the desire to built governance structures and wipe away personality cult. Proper governance structures for sustainability, reliability and progression shall be the theme.

To achieve this feat Safe Democracy Ghana proposes:-

1. Ceremonial President in the person of the President of the National House of Chiefs. The seat rotates among all the Paramount Chiefs of this Republic who are qualified to be members of the National House of Chiefs.

2. A Second Chamber Parliament to be made up of 10 representatives from the National House Of Chiefs representing the ten regions of Ghana, representatives of expert organizations but not limited to the Ghana Bar Associations, National Association of Teachers, Bankers, Surveyors, retired igps representatives, veteran associations of Ghana army, GPRTU/PROTOA, chambers of commerce, farmers etc.

3. Proportional representative of all political parties that partake in an election and subsequently has won at least two percent (2%) of the total votes cast of the entire election period such that, political party leadership shall have representative in the primary chamber parliament to help exchange views and raise concern at the committee level and at the floor of parliament.

4. The electoral exercise which was conducted that ushered you unto becoming the standard bearer of NPP towards election 2016 makes you the Chief Executive Officer of this republic should the New Patriotic Party win majority seats in the parliament. Prospective Executive Prime Ministers and their political parties shall support members of their political parties to win more seats in the Primary Chamber Parliament to win their seats as Executive Prime Ministers.

5. We are also calling for compulsory national service for all Ghanaians age between 18 and 27 under the supervision of the Ghana Armed Forces.

These are our call for electoral reform and these surely shall do away with ethnicity and tribalism that gears every national effort into political gist and moan on achievements that we gluttony need to put all of us on one pedestal of one people, one nation with common destiny.
