Immunity from criminal prosecution of heads of the executive arm of government, fragrant dissolution of elected local government councils and misappropriation of the 13 percent Derivation Funds have been identified as aberrations militating the consolidation of Nigeria's democracy.

This was contained in a speech delivered by the immediate past Nigerian Minister of Interior, Captain Emmanuel Ihenacho, during a luncheon for participants at the ongoing 2014 Annual Conference of the Nigeria Bar Association holding in Owerri.

The former minister among other things lambasted the idea of diverting the use of the derivation grant meant for the development of oil producing areas to other areas.

However, the international mariner who is also the Chief Executive of Integrated Oil and Gas Limited called for the abolition of the immunity clause from the country's constitution, permanent institutionalization of elected local government councils and proper use of the 13 percent Derivation Funds to develop oil producing communities in the country.

The speech which was highly applauded by many lawyers who were present at the Cathedral of Transfiguration of Our Lord (CATOL) hall Owerri where the luncheon took place, among other things, therefore charged lawyers in the country to courageously and effectively use the instrumentality of the law to stimulate social change in the country.

Many lawyers who spoke at the occasion commended the ingenuity and track record of the former minister and encouraged him to present himself for election come 2015.
