SPEECH DELIVERED BY THE DEPUTY HEAD OF MISSION, Mr. Bernard Botte– FRENCH EMBASSY COMMENCEMENT OF ACCRA WORKS URBAN ENVIRONMENTAL & SANITATION PROJECT PHASE II (UESP 2) 21ST OCTOBER 2009
His Excellency John Evans Atta Mills, President of the Republic of Ghana and Mr. Bernard BOTTE, Deputy Head of Mission, French Embassy, jointly launched the UESP 2 Project, AMA Works on Wednesday 21st October 2009.

The French Government through Agence Francaise de Développement (AFD) has made available a total of 25 million Euros for the implementation of the UESP2 Project. The Project involves drainage improvement and community upgrading in Accra and in Kumasi. In Accra, AFD is financing the construction of approximately 4.5 km of the Chemu Drain and provision of infrastructural facilities in Mamponse community aimed at complementing the objective of Local Authorities to enhance living conditions of low income communities of the Accra Metropolitan area.
The objective of the project is to improve urban living conditions in regard to environmental health, sanitation, drainage, water, street and security lighting, vehicular access, and solid waste management in a sustainable fashion, with special emphasis on the poor people. The Project is aimed at reducing the frequency, severity, and duration of flooding in the targeted area and increasing the amount of refuse collected and disposed of in an environmentally sustainable manner. It will also increase vehicular access and reduce flooding, erosion and dust in the Mamponse communities. The impact of the Project should be significant in the living conditions of the 42 000 inhabitants living in Mamponse. Moreover, the community upgrading works will include a labour intensive approach. It will involve over 500 employees, essentially Ghanaians. In view of the Ghanaian Government's effort at empowering the local construction industry, AFD and the Ministry of Local Government and Rural Development supported the idea of an association between an international and Ghanaian construction company during the tender. This association became a reality and is aimed at building local capacity through transfer of technical and managerial skills.

Furthermore, the Project will enable central and local government agencies to fulfill more effectively their mandate, especially the Waste Management Departments (WMDs) of the Metropolitan Assemblies.

AFD is also involved in other Urban Development and Local Governance projects in Ghana. AFD provided ten million Euros to co-fund the Community Based Rural Development Project which is aimed at providing capacity improvement and investment funds to MMDAs. AFD will also be providing fifteen million Euros to co-fund the District Development Facility which will contribute to the infrastructural improvement and capacity building of MMDAs. AFD is also currently working with the Government of Ghana to design the Ghana Urban Management Pilot Project. This will be implemented in three Metropolitan Assemblies and one Municipal Assembly.
