The new war field is no longer the physical battlefield where nations through turmoil in a barbaric manner slaughter one another for the gains that are made by a few manipulative individuals and interest groups that manage to deceive their inhabitants into unnecessary dangers. The modern battlefields are the Modern War Courts where distinguished judges from both countries that are at war meet to listen to the members from the Office of the War Representatives (OWR) to determine a peaceful settlement. It immediately solves the problems of utilising weapons of mass destruction and others, such as nuclear weapons, which have been accumulated by the rich and manipulative countries that constantly disturb the peace of the world. The reasons for allowing war to be waged like this manner are that the world had been dragged into unnecessary wars due to the carelessness of these individual leaders chosen by the people to handle matters. There is no time to be wasted to observe these men and provide them more time to change their behaviours because history has shown us that they can never be capable of conducting themselves in a better manner than these Supreme Court Judges. These judges have already proven to the world since time immemorial that they are capable and could be trusted on matters concerning war.

The New Modern Theory of War also signals the notion that the old methods that concern nations confronting one another in the physical battlefields are outdated and that this new approach to war shall allow the world to utilise the meagre resources we have remaining for better use to the service of people. This has been one of the backbones of the stringent attempt to modernise the wars, which usually are waged to destroy women and children, including the numerous achievements made by man. It is a new era where men pause to question the principle of allowing one person to decide important matters of war that could destroy the whole earth and the inhabitants in it, and to replace this individual with men that possess supreme experiences and knowledge that are extracted from wisdom accumulated over the centuries to decide matters.

The Concept 'Translation'
The word 'translate' means to move or change, especially from one person, place, or condition, to another. It comes originally from Latin translatus, which could mean transfer. In the New Modern Theory of War, translation means the removal of a battle from the physical battleground to the Modern War Courts where this particular war can be waged without arms in the presence of Supreme Courts Judges from those countries engaged in war. It is a process that calls for men and women with strong discipline who form the OWR that exist in those countries at war. This procedure reminds men that they are no longer the animals that fight each other without restraint but that as higher animals they intend to employ the brain, the greatest gift ever given to man, to solve their problems. Translation means the aggressive nature of war is made to be replaced with calm, meticulous, and amiable dispositions, which do not convey cowardice or naivete but instead abundant wisdom at display. It puts war on a high agenda where modern men thrash out their conflicts and yet maintain their dignities as superior beings.

Translation Means that the Aggressive Nation Has Been Informed

Whenever war has been translated into the Modern War Courts, it means that the aggressive nation has been informed by the current method of resolving war. This procedure of translation of war is the work of the OWR in the various countries in the world. Their ultimate task is to act as watchdog or alert group that studies cases in the country and a broad to determine whether action should be taken to go ahead and inform the Governor of the War Court in that particular continent. While the military is solely involved in detecting aggressive enemies that want to intrude and cause damage or steal property of the nation, the OWR moves beyond and studies cases which may even be fraud against the nation in a distance region on the planet earth. The work of the OWR, therefore, relieves a particular country's Army in going to unnecessary wars that are often engineered by manipulative leaders or interest groups in the country in question.

Translation Means that the United Nation Has Been Informed

Whenever war has been translated into the Modern War Court, it means that the United Nations as a supreme organ has been informed about act of war facing this particular nation and the aggressor. The OWR, which has this responsibility, issues the official message that is communicated to the UN Ambassador of that particular nation. By carrying this procedure, the nation at war fulfils the laws concerning the declaration of war that is stipulated in the United Nation Charter.

Translation Means that the Governor of Modern War Court Has Been Informed

The vital task of the OWR is to wage war on behalf of its nation and therefore whenever a war had been declared, the Governor of the Modern War Court has to be informed to set date for war waging in the court. The statement of the Governor that is published could then be sent to the aggressor nation and the nation that had declared war on the other nation. A date would then be given for these countries to come and wage the modern war in the Continental War Courts that is nearest to these warring countries.

Office of the War Representatives (OWR) and Armed Forces

As mentioned above, the OWR does not replace the Armed Force in the Country nor do their responsibilities overlap. The significant thing that happens here is that for the first time the duties of the Modern Army have been defined or streamlined that put the nations' warriors at ease meanwhile as they prepare themselves constantly for legitimate battles that concern their country. The responsibilities of the Modern Army are given as the following:

(1) to guard the country from intruders or barbarians that intend to come and take the nations' citizens as slaves (only within their borders);

(2) to prevent these intruders from stealing their properties and lands;

(3) to help the nations' citizens against natural catastrophe and disasters; and

(4) to prevent civil war from occurring in the country.

But the OWR responsibilities are broad and deal with domestic as well as foreign wars. It studies cases that might lead to war that concern this particular nation. It must be strongly stressed that the use of the Armed Force in travelling distances to wage war have been the causes of minor and major conflicts that had led to World Wars in the world. This means that so long as the Judiciary promulgates good laws and employs the threat of imprisonment of manipulative leaders, both high and low, the world shall be free from major wars that bring scars and wounds.
