Prof. James Hawkins Emphraim, Vice-Chancellor of the Catholic University College at Fiapre, in the Brong Ahafo Region, has condemned the mode of public appointments in the country.

“Appointments in Ghana appear to be made based on loyalty to appointing authorities, rather than ability or competence,” he stated on Wednesday, in an address at the 46th Annual Conference of Heads of Assisted Secondary Schools (CHASS).

The conference was on the theme: 'Promoting Quality Educational Leadership and Excellence.'

Prof. Emphraim said public appointments were made in such a way that better qualified candidates were those often denied the post.

What appointing authorities fail to realise is that a confident individual needs to be appointed to a leadership position, he said, adding that “the appointment is done in such a way that the authorities can blackmail the employed.”
