Mauritius, Seychelles, Cape Verde, Botswana, South Africa, Namibia, Ghana, Gabon, São Tomé and Príncipe, and Senegal are the 10 best-governed countries in sub-Saharan Africa, according to an index of African governance released Monday by researchers at the Kennedy School of Government at Harvard.
